Is it true that only around 1% of Fire Departments in the U.S. are currently hiring?

My recruiter told me that the only thing the Fire Departments are doing is laying off fighters. And if when they do hire, its only the very experienced fire fighters that have many years in the career field. I know recruiters will say anything but is there any truth to this?
