Does a kennel mean it's a puppy mill?

I found a puppy and we all fell in love with it. Sadly, it would have to be shipped to us. It's from a breeder called pottercreek Kennel? Anyone ever heard of it? Anyway, they have bichons, coton de tulears, and westies. they didn't ask much questions, but we asked a ton. they seem responsible, but is it a puppy mill? also, the price is about $275 with $200 for shipping and a $100 deposit. so a total of around $700. could this be a puppy mill? and is a kennel a puppy mill as the name is "PotterCreek Kennel" all answers are appreciated. thanks in advance
